Joel Frank – MBA

Managing Principal and Founder

Joel Frank is Founder and President of Equilus Group, Inc. and a Registered Investment Advisor with Equilus Financial Group Inc. where he serves as Managing Principal.

Joel is driven by his passion to make a difference in each client’s life. He empowers people to achieve their financial goals by delivering proven solutions backed with 29 years of experience. Joel specializes in the areas of business capitalization, business and trust management, real estate capital formation, financial management, and estate planning.  He co-owns and serves as the managing member of several real estate investment and management projects.

Joel comes from an agricultural background in Northeast Oregon where he was a respected business and financial consultant serving three governors on the Governor’s Business Advisory Council, primarily in the areas of economic and business development. He has attended and graduated courses and studies from Cal Poly AG Technical in Agronomics, Wharton Business School in Economics and Harvard University courses, through NYLIC University in Business and Finance. Joel has an MBA and a Master's in Financial Capital Management (MCM).

He is a registered and licensed investment adviser.


Paul M. Bondo, MAEd

Managing Director of Equilus Capital Partners and President of Ridge to River Properties, LLC 

Paul has over 35 years of experience in the residential and commercial real estate sectors, including site development, construction management, senior living operations, finance, budgeting and personal development. Having gained deep experience in the real estate industry only time can afford, Paul has valuable insight and ability to find good opportunities, minimize risks, and avoid potential problems. Keeping our investors out of harms way is one of his most important responsibilities.

Originally from the Seattle area, Paul moved to the Wenatchee Valley 25 years ago with his family to enjoy the North Central Washington lifestyle.

Paul is a commercial and residential real estate broker with Premier One Properties in Wenatchee. He has sold commercial buildings, leased properties and developed land. He enjoys working with real estate and finds it both rewarding and fulfilling. He has worked for American Express as a Vice President of Real Estate and has owned and operated a senior assisted living facility.

In his spare time, Paul enjoys taking advantage of the outdoor opportunities North Central Washington has to offer. 

Paul holds a Masters of Education from Oregon State University and a B.A. in industrial technologies from Western Washington University.


Roberto H. Castro, LLC, PLLC

JD General Law Counsel, Equilus Capital Partners

Roberto is the Managing Member of Central Washington Appraisal, Economics & Forensics, LLC, a Business Broker leading Murphy Business Central Washington, and a practicing attorney with the Law Office of Roberto Castro, PLLC, which focuses on business succession and exit planning.

Roberto is an active member of the Washington State Bar, is admitted to the U.S. Tax Court and Bankruptcy Court for the Eastern District of Washington, and is rated by Avvo as a “Superb” legal counsel. He is a graduate of Cornell Law School, holds an M.S. in Taxation from Fairleigh Dickinson University, M.B.A. from University of Portland, and is a Qualified Appraiser holding the Certified Valuation Analyst (CVA) designation and Certified Machinery Appraiser of Equipment (CMEA) designation.

Mr. Castro is an instructor for the National Association of Certified Valuators & Analysts (NACVA), speaker and regular contributor to publication on the subject of business valuation, exit planning, business succession planning and business damages. Mr. Castro resides in Chelan, is a member of SCORE and the Chelan Community Garden.

Lewis (Jake) Carpenter

Vice President of Investor Relations

Jake is a highly respected insurance and investment services professional who has won numerous awards from industry organizations. He has professional expertise in estate planning, business succession, wealth transfer, and asset management.

Jake thrives on serving our client family and gives high priority to connecting our unique services with their needs. He believes in producing powerful and lasting results by connecting individuals to the appropriate resources. Jake considers it an honor and a privilege to serve our clients in a meaningful way.

Jake has attended and graduated courses and studies from WSU Tri-Cities in Pre-Medical with a Chemistry minor, and courses from Harvard University in Business and Finance, through NYLIC University. Previously a career police officer, he attended Washington State Law Enforcement Academy (With Honors/Awards) obtaining experience working in Special Weapons and Tactics (SWAT).

Jake has over 11 years of industry experience in life insurance planning, business & estate planning, financial management. His passion is helping people with higher level estate planning and asset management.

When he is not working, he and his wife enjoy both cooking and weight training. Jake believes that a disciplined and healthy lifestyle shares many parallels to business and financial success; a philosophy he extends to all clients.

Leslie Massey

Executive Administrator

Leslie joined the Equilus Group in 2017. She is the first face you see when entering the office and the voice you hear when on the phone. She is the liaison between clients and Equilus partners and judicial staff.

Leslie believes in getting to know each client personally. She brings attention to detail, excellent rapport building skills, and energy to every client interaction. 

Leslie maintains a strong belief that honesty is the best policy. She will always give you the best options and be completely open and honest with you, even if you don't invest with us.

Leslie graduated with a Bachelor of Science degree in Interdisciplinary Studies/Social Sciences from Central Washington University-Moses Lake. She would like to pursue her Master’s degree in either Accounting or Psychology.

Rhonda Frank

Director of Marketing and Business Development

Rhonda Frank, age 53, is the Vice President of Equilus Group Inc and the Director of Marketing and Business Development of Equilus Capital Partners, LLC. Rhonda was raised in Oregon, where she worked in the family business from a young age and learned the value of hard work and financial stewardship.  She joined Equilus with a background in nursing.  As a nurse, she pursued the opportunity to work as an administrator where she could have an impact on the quality of patient care, pairing her nursing skills and compassion for the elderly with her astute business sense.   Rhonda worked several years at an administrative level of an Assisted Living facility that specialized in Memory Care.  In addition to coordinating and providing patient care and family support, she managed the care giving staff where she was highly thought of and respected.  When the time was right, Rhonda transitioned out of the medical field and into her current role with Equilus.  Her years of experience in business administration, event planning and a strong work ethic have proven her to be a valuable asset to the team.

Rhonda highly values integrity and trustworthiness. In a world where it is becoming increasingly difficult to trust, a handshake doesn’t bear the weight it should. She stands behind the principles of Equilus Capital Partners, where the best interests of our clients take top priority over personal gain, and we endeavor to walk in wisdom and integrity in all the decisions we make.
